| I would say that depends when, i'm honestly doubt that animators in sonic x or authors of sonic games was designing sonic speed to being in all media types same.. for example in sonic movie (it was trash but i saw it xd)
For example in sonic x, first episode is faster than 470 km/h at least, and probably 2x faster without problem

He only goes by "in game" not even considering cutscenes so don't really pay attention to Game Theory.
| Sonic is just really fast, in gameplay not so much (for obvious reasons if you want to play) but plot-wise, running on water, running on walls in any direction, creating tornados... in comics he even runs to other planets... That should tell you something. We just haven't seen his limit yet (which keeps increasing if you consider he needed to go Super Sonic to defeat Perfect Chaos and later in Generations he doesn't need that form at all.

| in sonic 2 a cutscene shows that in super form he travels almost at the speed of light and in sonic adventure he already reaches speed of light in base form with a power up and needs super sonic to defeat perfect chaos, in sonic heroes he already makes light speed dash with no power ups, in sonic colors he runs against wisps that cross galaxies in seconds (the light takes 8 minutes to cross here until the sun), to almost escape a black hole already has to be faster the light
| and after in sonic generations he , in base form, defeats perfect chaos and runs so fast that his shock waves restore the timelines(acording to what tail says), in super form runs faster than time eater and can move with time stopped (time eater has a time stop move), in sonic forces in base form he breaks void null, an infinite dimension, at the base form and he says that the more he time passes the faster he gets, so no way he is not many times superior to light speed!
| Maybe classic sonic was around hypersonic since we did see him need to take a ramp to prepare and accelerate himself to launch himself to little planet in sonic CD but after that it seems he only got faster each game and as he says in his latest game "unlike mechs,I can grow. I get more powerful every second!"
