If I mod every single aspect of Skyrim, is it still Skyrim?

Well, while Skyrim allows you to mod almost everything, you're still pretty much stopped at the point of modding the engine itself (although I guess you could argue that that's bendable, at least), so on some level, it's still Skyrim, or at least the same engine from Fallout 3.

I'd say it isn't. Skyrim as a product is just a time sink made for the lowest common denominator and nothing more. While mods actually allow non-retarded people to enjoy the game for a short while.

Not necessarily, I'd say if you're playing in a different overworld with different basic mechanics and lore I wouldn't call that skyrim but another game in skyrims engine, sorta how many consider project m to be its own game despite being in brawls engine

If you are not playing skyrim at that point what are you playing? I think we need to answer this before deciding.
