21.5 or 24 inches monitor?

The size is up to preference, but regarding the 60Hz: yes. 90, 120, and 144 is good if you want super-fluid experience, but that's not to say 60Hz is bad.
If you don't have the money and you want the bigger real estate, 60Hz is serviceable.

Competitive gaming is a piece of BS and so is thinking that you are gimped by not having "gamer" equipment, 60hz is completely fine
Switching from 720p to 1080p will for sure look smaller even after taking in account the sizes, but you will get used to it in a couple of days and it will look lots better anyways.
I would take the 24" one but you will not regret not having chosen either

| I already ordered a 21.5" one but now I'm sitting here like 'huh maybe a 24" one will not actually be too big and 21.5" might actually be a bit small'. I'm coming from a 15.6" laptop screen so even 21.5" should be enough of a boost, but I'm also upgrading from 1366x768 res to 1920x1080 so I'm kinda worried everything might look quite a bit smaller.
Also it's only 60Hz, but I think that'll be enough for non-competitive gaming?
