What's the best exercise for stiff shoulders and neck?

Completely serious here, my neck and shoulders are so stiff, almost uhhh cramped(?) even, sometimes I get headaches just from that. Although to be fair I'm stiff all over since I barely exercise and lead a largely sedentary lifestyle, so some tips for more flexibility in general would also be very welcome. But I want to focus on that area first and foremost.

Just sitting around all day should not be an immediate cause for stiff shoulders and neck, if you pardon me saying so. First investigate the cause of *why* you get all stiff. This area typically tenses up when you're anxious or nervous, or it could be a simple matter of ergonomics (you bend your head down to see f.ex. your laptop screen, and likewise your shoulders are positioned unnaturally).

Resolving issues of this nature should already provide some relief. To answer your question more immediately, things like shoulder rolls and cross arm stretches will do the job for you.
