is there a city in this world that is like an adult playground

* have there be an underground so i can sneak in tunnels and stuff
* have there be narrow labyrinthian streets and residential blocks
* varying levels of security
* cheap life so no worries
* white people mostly (so not a ghetto)
* if you're sneeki breeki you can break into places secretly or pretend you belong there
