The good news is that more and more people feel like this and exist as potential friends. The numbers are in your favor. The bad news is we're all more isolated, both socially and by physical distance. So you have to put in more effort to find, organize and plan.
It sucks, but there's hope.

Learn art, unironically As an artist myself, I can 100% guarantee artists like being friends with other artists. For me, I don't have a friend who isn't an artist. It just makes sense, if you see an artist whose style you fuck with and is in a similar vein as yours, chances are you can become friends Compliment their art on socmed, thoughtfully. Don't just say 'hey that looks nice'. Earnestly compliment their shape language and stuff.

Draw their OCs, quickest way to friendly. Share with them privately in DMs. It doesn't matter if you're still noticeably new at art. The circle I run in has a lot of new artists and simple styles. All this is of course assuming you actually enjoy art and appreciate it

I think anyone can be an artist. I know it takes time, but honestly just draw or write 1hr a day - that is all you need. You'll see progress in a year or less. Take 30mins if you really can't on some days. You can't possibly be that busy and it's worth the effort for self-enrichment

I had art group friends years ago, in two occasions. Both times I found them by accident because we happened to be at the "start" of something (an art movement, a website) and there were not many artists around, and we were at similar skill levels.
Lost contact with them over the years, life happens and all, and I took a break from the Net.

Last time I tried to make art friends, joined about 15 art discords over the span of 1 month, tried in Tumblr and even made it to the front-page of /r/comics once.
I didn't make any friends though, its as if even people with similar interests and a similar skill level do not seem very interested in talking, or playfully joke making art or stuff like that.
I found a lot of people drawing their own OCs and talking about it, and a few people asking for commissions, not a community.

As for writing, I posted many of my writings in many places, and even joined Zines and stuff People gave me some praise and maybe recognition, I'm happy someone once told me "(my story) was the best thing they read this month".
But this too didn't really lead to friends or fun, only likes and recognition... I don't really want likes and recognition, I don't want to feel like I'm "better" or stroke my ego.
I just want people I can vibe with, and have silly fun, collaborative fun.

Right now Im just kinda down about the whole thing.
I think maybe I'm the problem somehow, maybe things changed too much and people are way more serious now and doing things for fun isn't a thing anymore, or maybe Im just that weird and that makes me an outcast even on the net, I don't know.
I hope to find some online friends when I get my computer back. Maybe I'll join the digital circus fandom or something.
