I like motif
| there are quite a bit of win7 themes on deviantart if you feel like losing a couple of hours. dunno about linux, but if you literally google linux motif something pretty neat comes up - linux CDE, but idk if its usable/secure for today's standards

| Motif's vibe is based on the aptly-named Motif Window Manager - specifically, the default setup of the whole thing.
On Linux, it's about as easy as installing mwm on whatever distro you're using and setting it up however you want (alternatively, CDE, which is a pain to setup and arguably not REALLY worth it).
On Windows... yeah, I kinda doubt it exists. *Maybe* as a UX theme as >>690169 mentioned, but that's a stretch and I dunno if those even exist.
