-whois: Specifies the maximum number of nicknames in one WHOIS command. -msgs: Specifies the maximum number of nicknames in one PRIVMSG command. -kicks: Specifies the maximum number of nicknames in one KICK.
the thing is: why have to put a limit on your irc client for this stuff? do servers ban you if you send private messages to too many people at once?

Yes, since it was used for spamming back in like 1992. There's also very few reasons for a normal user to communicate with many people at once unless it's in a channel. Different servers has different thresholds so it makes sense to put a safe hard limit in the clients.
If you have a valid reason like running tons of eggdrops you can always script it to wait a few seconds between every private message.

| i started using the irssi irc client recently (and irc in general) and i think i know the basics of it.
but i'm not sure about the parameters for the networks. When you do /NETWORK LIST you see things like:
Freenode: max_kicks: 1, max_msgs: 4, max_whois: 1
i looked at /HELP NETWORK and it says this:
