Here's what I think will happen. Most people will stay on discord without uploading their IDs because the only restriction afaik is losing access to gooning channels and most people don't give a shit about those.
Some semi-privacy focused people will take this as a sign to move over to matrix, either completely or partially.
Privacy focused people don't use discord to talk about sensitive stuff or even politics anyway because we know the data is harvested.

Im trying to move off discord but convincing people is so difficult. Even though discord is wrapped in everything, its still worth it to resist and try other platforms and transition to them, especially for primary methods of communication.
