The fault of HR for not doing proper training; heck, they can just give them short briefing about not touching the equipment.

I work for a uni, and our integrated facilities management services provider is the dumbest, most inept, most incapable partner I have ever had the displeasure of working with. They manage to not only miss every single KPI we collaboratively set, but make their performance look like a fuarrking joke in comparison. We constantly need to reintroduce them to BASIC tasks. The amount of money we have spent fixing soykaf they break... I could easily see this happening here. It's so bad.
