Probably the latter. The rich control too much of the media and politics in general, and too many folks seem complacent with a few cops being charged in a frankly slanted af judicial system.

The poorer classes are poisoned with reactionists identy politic propaganda (dominated by the right but also pushed by the "liberal" aka silly left), which makes them prioritize their interests as black people, women, homo-/transsexuals, etc. over their common class interests. The only way out of an eternal crisis accompanied by permanent fascist threat is overcoming the artificial overvalued and partly entirely made up national, ethnical, religious and sexual differences and putting the (lower) classes interests on the top. Another big challenge is to fill the gap between the lower middleclass (which is eroding) and people with an even lover status: homeless and jobless people, illegal immigrants, etc.
No international (low-class) solidarity no change!

If you go to these communities, they say that they want more police, but what these rioters want?
