You didn't understand per capita. What you probably mean is the individual emission footprint, which is indeed a trick by the industry. But in the referenced per capita emissions industrial output of the countries are included.
A valid criticism could be that it doesn't respect the countries export/import ration for industrial goods. But But it's questionable if counting this in would make the USA look better or China look worse...
