I doubt there is a reliable source for this random number. But even if it was 100% jews, those jews did not primarily identify themselves as jews. They were communists. The goal of communists is to unite the working class against the capitalist class not to make members of a religion or ethnicity rule over the rest. This is the way non-communist people want to see the world. And Stalinism was a massive mistake, that only attracts rightists today.

They were only about securing the position of a brutal and paranoid dictator. It was a perversion of communist revolutionary ideas partially even turning them into the opposite. They favored bourgeois alike spineless opportunistic bureaucrats and even conserved russian imperialism under the banner of anti-imperialism.
