In Robin Hood and Andor, the stories are told from the POV of the outgroup, so it's easy to see fighting against the unjust laws as heroic. In real life, the authoritarian simps are part of the ingroup being "protected" by the unjust laws, so they see anyone fighting against those laws as villains.

And protected is in quotes because the unjust laws do not actually protect them from anything, they just believe the lies they're told about them.
The laws don't protect them, they're not actually a part of the in-group. They're just groupies with delusions of grandeur. The reason fascist regimes are able to protect themselves from the law is that there are only a few of them that are vital enough to need protecting. The rest are all sacrificial pawns.

Also: Who needs law, if you can just buy it? The rich are almost untouchable by common people. The only cases where the law applies to rich people is if they are in conflict with other rich people.
