Current tech mostly focuses on improving disabled people but they're still not on par with regular arms for example.

Once genetic manipulation and intelligence enhancements becomes reality lots of people will definetly want to keep it to themselves.
Just look at USA and Britan for example where they're trying to make good education/good grades something that mostly priviliged kids can get.
These people tries to keep the edge and use it for themselves and their offspring. They will probably do the same once we can upgrade ourselves.

any sort of augmentation happening on a societal scale is probably bad for the average individual but good for societal institutions/corporations. it further specializes people and increases their work output, and in the case of neural implants, could even reduce individuality.

single cells specialized and joined together, became more than single cells. societal structures or groups of people often mimic biology. so, I expect that after being human, we shall be corporations and governments, or small parts of them. perhaps we can say we're all the way there already.
luckily for us, according to some quick research, a little less than 1/5 of the earth's biomass is still unicellular.
