Could a cyberpunk city function at the bottom of the sea?

Curious concept: A city at low elevation adapts to rising tides, eventually completely covering the entirety. With creative freedom in technology, could the city be self-sufficient in a an undersea bubble, from food, power, heating, and economy?

Food is abundant undersea. Seaweed and sardine farms will pop up and take lots of ocean space. Power can be tidal, geothermal, a bit of solar for the harbor above the city that'll take people down by elevators, maybe even nuclear since cooling towers won't be needed, maybe.

Bubble wouldn't be glass. Or at least, only parts would be. Defense will shift to submarine deployment. Lots of LED lights will be used due to lack of sunlight. It's going to be very hard to maintain. Most likely only an elite's playground. Google will jump at the chance for underwater underground server farms.
In short, imagine Singapore but underwater.

We don't know how to do proper cities in land and you want to make one under the sea.
It's like flying cars. Drivers already die horribly on land.
