Someone moving into Flooded?

Flooded can be a rough place, but the outfits can and will help you out in a pinch!

| Saw a bunch of vans driving into flooded the other day. Really geared up lookin' folk.
I'm talking solid black, guns and armor. They were moving a lot of boxes and lights into some of the buildings.
Anyone know what's going on?
