Jepstein spoke to a crowd of wary reporters, journalists and students on a perfectly sim-sunned Cloud District day, the calm of the weather acting as a discomforting backdrop as explosions and gunfire could still be heard miles below, ground-level in the war-torn Glitz District.

Heffer begun with a moment of silence for the students, faculty and citizens who's loved ones were taken by the EMP attack, before taking the stand and calling out QUINCY, the GCPD and all Glitch City "corpolicymakers" (A term he created) to "consider that the world is looking to us for proper protocol in the integration of inorganic life into organic society", and that "our duty as organics is to behave as stewards, not abusers, to the lifeforms we helped evolve into our equals."

Jepstein then revealed that the charity he heads, the GUEY, had agreed to lobby for the raising of a $660k zenny fund for reparations to inorganic victims who suffered trauma inflicted (physical, mental or emotional), loss of life or loved one's life, loss of livelihood or loss of property as a result of the attacks that transpired in Glitch City earlier this year.
He also called out the GCPD for their "Inexcusable lack of basic competence" when it came to dealing with the attack.

"Why should Lilim taxpayers pay for a police force that can't even promise to protect them?", Jepstein said, doubling down on his continued attack of those in charge.
"As superintendent of Cloud University, it is my career to guide those who are about to enter into the world and make the future whatever it will be, and let me tell you, my students are scared, my faculty are scared, and if I may be so bold to suggest - The people of Glitch City are scared, organic and inorganic."
