| Why not employ them as labour to actually huh, rebuild the place? maybe give them rights and slowly educate them into becoming more lenient on tech?

(Then since this wasn't made clear at the time, and actually creates a plot crater in some other events, we're gonna say that enough of Chapel - 3 has survived to be habitable by things that go bump in the night.)
(Besides, not like we haven't rebuilt the airport, Midnight, and Neko Park, to name a few locales.)

(Airport being rebuilt and then reopened was an actual event in-universe, stretched in time and referenced frequently. Chapel-3 popping back out of nowhere doesn't fit in this list)
