Those "bans" didn't even get off the planning stages, OP. The suits in charge decided to hold off just in case someone tried to stuff a nail bomb in their morning coffee, just like they did at the town hall meeting some time back. You know, the one run by that uh... "Sunbright Foundation" or something?
Hell even KTRAN and White Lightning Fiber attended. Last I heard they had some choice words for whomever was running that gig.
So great they try to blow each other up at big name concerts, eh?

Yeah, its a tragedy then. But when a lilim does it, it's planned. They're convenient fall guys because even if they die in the process, they'll just reload. And of course, they aren't culpable- laws of robotics and all that, right?
Surely, it was the result of an ill timed malfunction. Surely, they were just hacked.
Surely, they couldn't have been -programmed- with mass murder in mind.

Yeah, they're programmed to act like they do, but it's more complicated than that. Whether they're 'conscious' like we are is a can of worms I'd rather not open, but for all intents and purposes they have free will.
If someone IS programming them to kill or hacking them after activation, mind, that someone deserves what's coming to them.
Last year an ad hoc shadowrunner team did a really sloppy job on a Vita Life clinic- and it ended with part of the clinic exploding and half the crew barely making it out. My contacts say that the one who did the exploding may have been a lilim.

Only a small percentage of Lilim are even rouge. Might as well start banning humans since they've done the most bad things AND were the ones who even made us in the first place.
