Yes. Season 1 was dreadfully mediocre. Season 2 isn't too different (i.e. it's still shallow and mediocre), but it does a few things differently:
-A named villain. The only interesting thing about the Legion was them being a hive mind, why ruin it?
-86th become civilians. Actually decent, but doesn't redeem a bland anime.
-More political intrigue. The quality of writing is the same (bad).
-New cast member: Loli who pretends to be smarter than she is. I wish she'd shut up.
| Worth bearing in mind, however: I found season 1 mediocre and disappointing, so of course I wouldn't like season 2. If you liked season 1, though, you might like it. (That there are people who enjoy such shallow, soulless mediocrity is depressing, though.)
